I think there's more of a safety net than popular rhetoric presents; the issue is that you cannot be both gainfully employed and access that safety net.

The assumption always was that "everything's expensive and everyone has a high-paying job" was equivalent to "everything's cheap and we're all on the dole", and I think that's increasingly proving to not be the case.
