bonkers was reaction when I visited Ottawa office (early aughts!) "call-centre" and noticed shenanigans they did to "manage" their call volume: unplug the incoming trunk lines (phone lines to simplify) *prior* to being recorded by call volume tracking system.
No trunks; no calls! 100% SLA. Magic!

In the “Before Times” always appreciated the sidewalk “sculptures “ that the City created by simply ignoring the benefit to all for having cleared sidewalks
By sculptures I mean random piles of snow allowed to harden and narrow use of sidewalks.
