It might be safer in Low Traffic Areas, but not elsewhere. We have fewer children killed in traffic accidents because we have far fewer children playing outside, or travelling independently. Their freedom has been curtailed so that we (adults) can drive and park freely.

If cars can be driven into and back out of the city centre, just not through it, surely there would still be a lot of cars trips in Irish and British cities, and consequently still a need for separated bike lanes?

Two studies looking at the closure of a single coal-fired power plant in 2005 led to lower exposure to polycyclic aromatic hydrocarbons for babies in utero. This reduction was associated with improved overall neurocognitive skills, social and motor skills in children at 2 years old.
