Lowering ice's powers down to the level of police will not stop the violence, if anything the "civility" will only shield ICE from critique.

I realistically don't see it getting banned (for hetero couples). There are some instances of surrogacy (especially international surrogacy) that do clock as similarly unethical to those cases of international adoption / adoption of marginalized groups.
