A trade deficit with another country means they get dollars from us that they either hold, buy other stuff with, or invest in U.S. Treasury bonds. So their willingness to sell to us more than they buy is a form of trust in our long-term economic stability.

Matti is raising a valid point here. Why all the high level fuss if there was no intelligence supporting a different explanation than accidents ? Hardly just because it looks politically good to have some action.
Should this be the analysis among European security officials, the urge to convene a summit and launch NATO activities in the Baltic Sea region seems quite perplexing - unless security agencies have failed to convince political leaders about their views.
