Ok but that’s not what a NACA duct is designed to do. It’s designed as an intake with a low aerodynamic penalty to flow air into a space. So it should be narrow end facing the direction of rotation (caveat: it’s not really designed for rotational force either. It should maybe be on the INSIDE)

I'd imagine you'd want the narrow end first to pull air in and onto the brakes? So in that case no, except in reverse. Unless the duct is supposed to create a vacuum to pull air off the brakes and through the wheel like a turbofan, in which case yes, but I don't think a NACA works that way...
