Looking at this from a single USA municipality www.cityofslt.gov/DocumentCent...
They'll let general purpose be part of the Sq Ft calculaton but all the "high draw" stuff is stuck pretty much at the actual utilization.
Then the utility puts the whole street one one 15kva transformer.

Hot take here but you can have a 30A or 50A /RV/ outlet installed and most inspectors probably won't bat an eye or make you or your electrician do a load calc.
Then you plug your car into it and make sure you don't cook a three course meal simultaneously while drying clothes.
