Twitter had like hundreds of millions of daily active users. TikTok has *billions* of users. So does Facebook! It just doesn't come close.

It must be to some extent because people won't quit. But I have never heard anyone actually say they find it addictive, or they can't put it down, or it eats time, while I have heard that a ton about TikTok. And I see people in public on it constantly.
