After chasing millions of Jews away, it got very good at cultivating Jewish connections, such as Lev Leviev, who counts both Trump and Putin among his personal friends. Putin was assassinating political opponents and journalists long before anyone called him a fascist. In 2003, Freedom House categorized Russia as "partly free." If it is fascist now, the transition happened sometime in the past and was overlooked by many observers, including Alexei Navalny.

The two countries are clearly very different, but the topic is fascism. 1. Is Russia fascist now? 2. Was it fascist in 2013? 3. How can we determine this? If there are no objective criteria that apply across different countries, then the term becomes meaningless.
I think Russia is neo-fascist, yes. Close, but not yet at North Korea levels. (I think NK is the only thing that really qualifies as a fascist regime in the world right now.)

Tom Nichols agrees to label Russia as neo-fascist, even though it doesn't meet any of the criteria he outlined. He reviewed sympathetically Garry Kasparov, who wrote as early as 2013, "The mask is off – fascism has come to Russia." Those who believed Kasparov was hysterical were later proven wrong.

Fascism of the 21st century is different. "Many of our fellow citizens have come to recognize that fascism has come to Russia," wrote Garry Kasparov in 2013. Alexey Navalny didn’t listen to him and launched an election campaign to run for mayor of Moscow. Ten years later, he was murdered in prison.
