He knows Rosinante means to say Doflamingo is a boy too. And while he is, he is a boy who has made a man's decisions. Over and over again, he chose to make the hardest decision any man could make, and he did it easily. He did thingS that any other man would be sick upon imagining.
He is too ruined to be a boy. TOO monstrous to be a man.
Sengoku does believe that there is monstrosity in boyhood. That there is a threshold Of salvagability- that boy S not a monster ntl he's a man. And once man, that monster is no longer a man for the fact that it iS still monster.
And Doflamingo, while young, seems to have steppea through that|threshold- dragging hulking mass of his monstrosity behind him and into the new world.
