or maybe not baofeng, but in any case it should not be hard to hack transmitter together if in does need to be reliable (and in this case it does not)

Haven't checked around much, but my first guess is physical radio transmitter near one or several receivers.
Need more coffee to think, but probably it is possible using for example baofeng.

Not sure if the case is accepted by court already, but if it is, then there is good chance that putin will be dead and russias war effort collapsed by time court makes a ruling. At least usually ECHR cases are really long.

Russia has declared that they will render assistance and help with adaptation for their citizens if they are expelled and because most of ru speaking community in lv is either anti Ukraine or takes "no sides" position, they should be pretty safe in that aspect too.

There was a choice to say "i am living here, but i want to be russian citizen under putin living here on permit"
Of course they should not be punished for this, and they arent. They were given pretty straightforward way to renew permit and 3+ years time.

Should be noted that this law applies to those who were latvian citizens or non-citizens (messy thing having to do with occupation/immigration in soviet times) before making choice to take russian citizenship on purpose.

I think 29 countries is lot of space to travel. Of older folks I can imagine that some could been living and died in another country. As russian citizens, russia would probably be notified instead of Latvia.

People older than 75 or with health problems preventing learning language are exempt from language exam.
People with health issues could fall under permit for humanitarian reason, but generally it is assumed that russian federation can provide adequate healthcare.

Govt says that it often is the case when they try to contact people whose permits have expired. They also expect that some might have died.

It's not really that small minority, but supporting putin is not illegal. However glorifying russias war in Ukraine is.

Of the 841 who received letters, 358 have applied for permits. During next two months govt will assess how many of nonresponders actually are still living in Latvia. At some point later govt will try to visit them in person. After that each case will be assessed individually.

Ukrainian and Russian are pretty similar. Latvian on other hand is whole different Language and it has been said that it is pretty hard.
Still people manage somehow. Mormons have about year long training before being sent on missions and they are very fluent.

Depends on motivation. Plenty of Ukrainian refugees become rather fluent fast.
