They use the money to make resources available for extra support. Some kids *do* need that, but that does not make them a threat to society.

I haven't had time yet and I plan to - it's not unrealistic based on what I know, but again, whatever the number, it wouldn't mean what they think (and you just don't go after kids)

The figure may be realistic, but it must be understood. It's not about children with poor English, it's about (often native born Weegies) children with a different language at home (sometimes just from one parent). Children speaking English *to themselves* and with their peers since infancy.
