Such a missed opportunity. Perhaps we should be getting taxpayer-owned Qualis to sell it's commercial property portfolio. So the council can get back to core services, like housing.

That car park is possibly one of the worst things to happen to Epping. No doubt Cllrs will blame the problems on Qualis Commercial; hoping residents don't realise Qualis is owned by the council.
