By which I mean: I don't think it's per se unethical for her to "ignore" this ruling in other cases for reasons described by Howard & Andrew. But that's not to say that the whole series of events that purported to put her in the office doesn't raise overarching ethical issues.

As far as ethics, I think the specific potential ethical concerns about her calling herself the USA after this ruling are downstream of and subsumed the broader concerns about the explicit runarounds made to purportedly put her there.
