One of my favourite things in british politics is when a minister gets asked why they're breaking their promise and berates the journalist for being stupid enough to think they meant it.
The point of a promise is that you will do it whatever the circumstances. Everyone knows this.

They never address this particular proviso in the remainder of their ruling by the way, they just pretend it isn't there. Here's the relevant section, which completely ignores the bit where the portion in quotation marks cannot be misleading.
