Except it isn't unless you are picking some really specific on the day fully flexible tickets - which you would only be doing to try and make a point that wasn't true. Trains need improving but it's not as bad as you make out

Most people at that level in a private company would have somebody managing their relocation, advisors on tax, guides and assistance to do it. It's not an exceptionally radical idea and would mean everything was above board.
