The maximum mass of a non-rotating neutron star is 2.25 solar masses, according to this:

At this Tolman–Oppenheimer–Volkoff limit, it's 11.9 km in radius. It also suggests all those 2.5-3 solar masses bodies detected are actually the smallest black holes.
