In 2003, as part of a massive crackdown on civil liberties, Congress passed a bill creating the Department of Homeland Security, and with it, ICE.

On Jan 6, I’m only aware of one in-person counter-demonstration held in DC that day against the Trump rally: a group of interfaith clergy who stood in a circle and prayed. They were harassed by Trump supporters.

They’ve gathered every year since, and met again today.
