No. The "only paying users" can accurately be sourced as an example of the current behaviour of x.com/@grok . When this public account is asked for image editing, it does demand payment. The reporting error is that other Groks leave it free, including private Grok inside X the everything app.

Yeah, tax should be part of it & a rise is understandable right now. But also this is supposed to be a government that's happy to use regulation to achieve its goals, and this should be an important goal.

The thing I would take away is that we've had 7+ months with COVID at a steady low level (no winter peak), which has contributed to the overall low death rates.
