I would rule no, it starts play already in the library and doesn’t “enter” it when a game begins.
As to the card itself: interesting effect. Needs to be white and a little more expensive, but seems ok to me. Even a “combo” of Rishidan Pawnshop and tutor/fetch doesn’t seem too broken.
