Simply put? Establish a tiered tax on high-income fertile individuals age 30-64 who have no biological children (with exceptions/accomdations for LGBTQ couples), such that having 0 children and 3 are equally economically viable, establishing free, sustainable choice over family size.

In an industrial society, having children benefits the economy at the detriment to the parents. Intelligent persons and those not bound to religious reproductive mandates have fewer kids because of failure of our economy, because having them is detrimental.

In an industrial economy, children require training to become productive workers, and jobs normally provide retirement accounts. The system disincentivizes having children.
If you want to increase the birthrate, add a tax on childless individuals and have men do their fair share.
