The current EU plan is that if the money needs to be returned to Russia, it will become a loan that Ukraine needs to pay back to the EU countries. Belgium is not a fan of this either, but will not be the deal-breaker.

No, they are planning to give the frozen funds to Ukraine. However, as this is known to be illegal, at some point Russia will claim it back. And then the EU countries will have to get a loan for that amount as well as the fine. But, not yet, that is the point.
