in terms of how far reaching - depends on the breach. Although each of those lines runs under the river they'd be very hard to flood together because they aren't right next to one another. They're also not close to the surface so any bomb would need to be proper HUGE, like car size not suitcase

If you were flushing the thames for maximum damage then between embankment and waterloo where the Jubliee, Bakerloo, Waterloo & City and Northern lines all meet would do it.

there's only a handful of lines that pass across father thames within the core of London as it were. Northern, Victoria, Waterloo & City, Jubilee, Bakerloo. Further out and you have the District line.
