Y'all, I didn't realize how bad this budget motion in Vancouver was until I watched the Council meeting for the last 15 minutes. It's fundamentally massive austerity sanitized through bureaucracy.

Of note: ABC is not acknowledging their previous commitments to transparency re: providing line items.

Listening to Vancouver Council and am blown away by how well informed residents are about taxation and then take the time to call in to discuss their position in favour of maintaining public services.

TL;DR good hearted Vancouverites believe in the power of taxation and wealth distribution.

Motion approving the related Rezoning and Development Policy and Downtown Core Area Plan passes with Coleman, Gardiner, Hammond opposed.

Related City-related bylaws (like amenity cost charges, tenant protection, affordable housing standards, etc) up for vote. Coleman is asking to separate the items, and Mayor rules that it can't be done after having considered it.

Mayor: Particularly pleased about the blue-green network and the attention paid to public spaces. A good reflection of the fact that we're living in increasingly smaller spaces, and how we should be civil and all care for one another.

Thompson speaks quickly to oppose. Coleman and Kim with time remaining add nothing. Mayor speaks and says she understands the Housing Needs Report is the requirement, and introducing a different source would not meet our planning needs.

Staff: Roughly 8k units unmet based on variety of indicators. Likely nothing would change that figure now. Contemplated a range of latent demand; high end of that range was closer to 11k.

Staff: Housing Needs Report needs to be updated every 5 years under legislation. But there's nothing stopping us from considering it earlier as long as the most up to date census data is available.

Staff: "The legislation does require the OCP to consider the City's most recently approved housing needs report, which is what this OCP does." The OCP can be revisited based on another housing needs report, which in itself would need to be re-opened up for that kind of purpose.
