Well, originally both kanas were derived from kanji, so I can see why someone might try to interpret them that way.

Yes, it is katakana. The characters are pronounced: チャ "cha" (chi + small ya), ツ (small tsu following indicates a "stop") ピー "pee" like the letter P in english (pi + vowel sound doubling indicator) so "cha pee"

Dark-eyed Junco. Very inquisitive and not afraid of humans, at least the ones we had in our yard in California (Oregon form). We were lucky enough to have them pretty much year-round.
