I disagree with both framings tbh. Both it's a pollution permit (it's not a discharge permit) and in a real way is entirely dependent on pollution not occuring.
Some changes especially around catchments and sub-catchments would improve that but the pollution permit is deliberately misleading as

For one thing BYD batteries are similar to some of the advances in engine tech over the years (better than anything the last 20 years especially).
Really we're only starting to get into the performance stuff too, Hyundai N, Renault 5 3e etc.
In reality most modern ICE are interchangeable
