I must caveat that this hypothetical might be constrained to the House. Johnson is on record that, after DHS and minibus pass in the House, he wants to bundle them with the 2 bills from last week into a single piece of legislation before sending over to Senate. www.axios.com/2026/01/21/c...

Seems this could result in lower perceived political cost to opposing DHS approps, although mildly ironic that the majority's decision to not pursue omnibus legislation this FY could have reduced their leverage. How do you argue harm with SNAP funded and everyone but the Coasties getting paid? /s
