Those who qualified for the Atlantic Star first would not have their service time counted for the 1939-1945 Star.

the Africa Star, Italy Star, or other campaign stars would receive those medals based on their service in the relevant operational areas.
Some medals may not have been issued because the seaman did not claim their entitlement from the issuing authority.
