I point this out specifically because city plows often dump all their snow in the handicapped parking spaces.

That doesn't mean people don't need the handicapped parking spaces, it means plow drivers are ***holes and those of us who need those spots can't fight a mountain of ice to park.

This is actually survivorship bias by snow.

Snow is dangerous to drive on, so people will attenpt to drive only where others have removed the snow - unless they absolutely have to turn elsewhere.

That doesn't mean the other areas are normally undesirable, only that they're too dangerous when icy.
