Simon, a man reputed to physically radiate cold, had just been (per Nye B) "the worst Foreign Secretary since Ethelred the Unready". And was about to be the Chancellor who starved rearmament. This was a refreshing interlude.

There was a pretty good Factories Act too, though it took his successor to get it over the line.
Fact is, the 4 years of John Simon and Sam Hoare at the Home Office were remarkably progressive and constructive, despite the wider reputation of both men.
