Parking garages are costly and requiring unnecessarily large ones guarantees that rents will be more expensive.

Ok well requiring that every building have a minimum number of parking spaces everywhere is a way to guarantee that eventually no one will live anywhere walkable and that otherwise economically viable walkable places won't be built.

The amount of easy parking near a home influences the occupant's choice to own a car. Apartment builders are aware of local conditions and won't build an unreasonably low number of spaces where transit is really inadequate.

There's a reason taillights are required in the first case. I think cops abusing that is a reason to fix the abuse, not to get rid of taillight requirements.

In this case they usually just run your name and address and see if your story checks out. It's rare to be arrested simply for not having your license on you.
