I suppose it depends on the development model - feature branches on the latest stable version vs. keeping a separate branch for future releases.

Disagree the entire industry works that way. There's a lot of software out there that makes major releases intentionally to communicate a major upgrade rather than arbitrarily incrementing the version number. Take GIMP 3 for example - many features specifically released in 3.0 rather than 2.X.
