It doesn't, it only needs it to avoid a filibuster. 51 is enough to pass. They're too chicken shit to even try.
I don't disagree, spending should be reigned in. We shouldn't be spending billions on foreign aid while we have homeless vets on the streets, or while people go into debt over healthcare.

Trump just ordered the military into Portland, and he’s giving them the green light to use lethal force on American citizens.
