Didn't we get this same "two-Trump-judges and another" 9th circuit panel on the LA National Guard Nationalization case in June? At some point you start wondering if the Republicans have a fix in on the "random" panel selection.

Trump doesn't care about anyone else. The only reason he has done pardons is to stick it to the people who prosecuted him and protect his power now. As he leaves office (or dies) there is no reason for him to make the effort.
With Vance, who knows? What's in it for him? Self protection maybe?
