The Coast Guard can stop drug-smuggling speedboats by disabling their engines. They shoot the engines from a Coast Guard ship or helicopter. They've been doing this for a long time. Here's a video from 2013.

Well the Constellation was shaping up to be about $1.2B per copy, about half the cost of a Burke. Smaller radar, older SEWIP, no ABM capability... But still *on paper* a decent multirole ASW ship capable of independent ops and CVN escort. It seemed to me like good tradeoffs for double the ships.

I would say this is more the result of the pathology of the American mind that resulted from the unprecedented dominance in the 1st Gulf War and the ensuing decades of US hegemony. The average American is now entitled to a) American victory and b) <1,000 casualties.
