Marco Rubio is just another useless dop-out of the University of Life.

Those who had been held accountable at the Nuremberg Trials also pretended to not know about international law, which back then was quite a bit less concisely defined than now. Their defense was weaker than a limp you know what.

I suspect the "effectiveness" of this a2a missile would have been of propagandistic nature: Kremlin trolls claiming Ukrainian would be unable to handle airdefense missiles and shoot them into residential buildings instead (what russians do at home + always accuse the others of what they are doing).

Unless Mark Cuban replies to you and denies your assumption it really seems that billionaires need a lot more sweet affimative talk as a reaction to their stances on social media than normal people do.
