At any rate, the target will almost inevitably either be arrested for attacking someone in public while claiming that they're someone who they're obviously not, or will totally discredit themselves in the public eye with easily disprovable claims of being stalked or harassed.

There are other methods for this besides the strobe (I use a version of neurolinguistic programming, and the Progenitors have a pharmaceutical-based alternative), and while they do take more time and effort, they're often a better option for those subject to seizures.

And the best part is that any reaction to this whatsoever other than intentionally ignoring it is just going to make the target look crazier and crazier.

The target orders a Big Mac? There's someone familiar behind them in the drive-thru. On the subway? They're just a few feet back in the crowd of commuters, standing out among the sea of faces. At the baseball game? They're on the jumbotron standing next to the guy who caught the foul ball.

In addition, the Procedure causes a moderate level of dread to be associated with the face, meaning that the responses of the individual will be heightened. This almost inevitably leads to the target making claims of being stalked, and often results in them attacking perfect strangers in public.

The method for implanting this suggestion is usually a quick strobe effect that can be used as part of a camera flash, or embedded in a video sent to the subject. Upon discharge, the target will now begin to see the face in question upon random individuals at random times.

This is often a specific face, e.g., an Operative who was found in a compromising position by a target whose disappearance or elimination would be the cause of inconvenient curiosity by others. Occasionally it's a specific template depending upon the individual Situation.

I'm rather proud of having had a hand in creating this, as the Procedure does one very simple thing very well, and in a manner unlikely to be suspected or considered by those close to the target: It causes the subject to see one single face at random intervals on the faces of random people.
