To be fair, 14 out of 49 MLAs just already just under 29% of their entire elected base... 11 more and that pretty much IS a reelection... :)

I'd set up a local email client with a web front first if I wanted web access.

Then hire a marketing firm to market the hell out of it as a goal - ie: *sell* the idea, rather than slagging the competition.
