You can't assume affiliation or deeper intent when it comes to a public acts anymore. The goal could be the reaction. In which case, reacting to it, before knowing who did this and why,is a win for the lols.

In their minds, they all treated him like a monster/fascist/dictator. “And look where that got us! He *won the popular vote, Will*”, etc.
