Not just for combat! I really like the idea of the victory system. You don't get points for grinding. You want to build up the drama as long as you can.

Tangent: I bought a copy of Draw Steel, I've been waiting for an opportunity to test it, but both of my groups just had kids.
DS puts a big red sign and a cherry on top of the choices in its systems. Playing to your Comparative Adv doesn't just make an opportunity, you get boons w/ returns to scale
