Yeah it's genuinely a huge pain. On the very first turn you run away, I recommend doing nothing, as that doubles how quickly your next turn charges up. If you use tailwind every turn after that, you *should* be able to outrun him. Essentially, the fight is doable if you can survive 2 attacks.
