Most cloud platforms have free ingress but expensive egress, unlikely to have any impact on anyone’s bottom line except the innocent third party who’s hosting the file?

In 2017 November was granted the same treatment, leaving December as the worst. Wish I had a chart that covered this period as well...

The summer preferences actually causes lots of headaches for the midwives, as it overlaps with their vacation, leaving hospitals understaffed in the peak months.

Policy has evolved a bit over time, in 2006 it didn't specify any preference on birth month. In 2008 this was amended to guarantee a spot from August if the kid has turned one, which means September was the worst at 23mo without a guaranteed spot. In 2016 Sep-Oct was granted a spot the birth month.

The regulation around this took effect Jan 2006, and while it's not a complete explanation for birth seasonality it's one of the few factors I'm aware of that influences parental choice of birth month (as far as that can be controlled). Said as someone with two kids born in December...

Parental leave is "only" 10-12mo depending on whether you opt for 100% or 80% coverage, thus you might need to take unpaid leave if your kid is born in the worst months. This is only the guaranteed spot though, a lot of kids will get a spot earlier, but you generally can't know that in advance.
