Blue soldiers moving from Eastern Palace up towards the witch where the Z1 map overlaps and the Z1 sword cave is... according to the Zelda Encyclopedia. Maybe it makes more sense to place the games in different local counties of Hyrule though, given how small the older maps feel – except Z2 I guess.
