Why has the Gates Foundation been so generous to China ($600m)--to a country that doesn't seem especially in need of philanthropy?

Was this really "surprising?" Stunning lack of perspective in @nytimes.com. Not a single critical voice cited, for example, saying polio vaccines are great but polio eradication campaign is 1)being mismanaged or 2) should not be a public health priority.
