that being said, i know of grants that have internationally based collaborators with no funding going to them that the nih was apparently ok with (although with additional justification)

I think any international involvement is going to be scrutinized. They created a new mechanism for anything involving foreign components (can’t have them in regular mechanisms now), and that language seems to include collaborators even if no money goes there.
