The successful integration of second-generation immigrants into education and employment is essential for Europe’s long-term social and economic cohesion. This column uses the results of the latest edition of the European Labour Force Survey to assess the demographic profile, educational attainment, and employment outcomes of second-generation immigrants, finding that they tend to be younger and less educated than the children of native-born parents. While this helps explain their concentration in low-quality jobs, it does not fully account for their lower overall employment rates. This suggests the existence of structural barriers that affect them regardless of their educational qualifications.

Key Provisions of the Decreto Cittadinanza
Generational Limits: One of the most significant changes under the new decree is the restriction on generational claims for Italian citizenship jure sanguinis. Applicants must now demonstrate a direct connection to at least one Italian parent or grandparent, effectively eliminating claims through great-grandparents. This change ensures that citizenship is granted based on closer and more verifiable ties to Italy.

Centralized Processing Office: The establishment of a centralized office for processing Italian citizenship jure sanguinis applications is another cornerstone of the decree. By consolidating resources and expertise, this office aims to improve the efficiency and consistency of the application process, reducing wait times and enhancing the overall experience for applicants.
This is, for the moment, still not operative for a transitional period of one year.

Increased Application Fees for Italian citizenship jure sanguinis: To cover the administrative costs associated with processing a high volume of applications, the decree has increased the application fees. The fee has doubled from 300 to 600 Euros, with potential future increases to 700 Euros. This adjustment ensures that the application process is adequately funded and can operate smoothly.

Temporary Suspension of Italian citizenship jure sanguinis Applications withing the Italian Consulates: In response to overwhelming demand and backlogs exacerbated by the COVID-19 pandemic, the decree has temporarily suspended the scheduling of new citizenship applications. This suspension allows the government to address existing backlogs and streamline the application process for future applicants.

The applications for the 4th Junior Economists Meeting (UniMi-JEM25) are now open.

The JEM is a yearly workshop organised by the University of Milan that offers a unique opportunity for Ph.D. students and early-career researchers working on applied topics (applied micro, experimental and behavioural economics) to present and discuss their work.

The 4th edition of the workshop will take place in Milan on the 29th and 30th of May 2025 and will feature a keynote speech by Prof. Mathieu Couttenier (Ecole Normale Superieure de Lyon). Applicants should apply by sending a complete draft or extended abstract through the submission form below before the 16th of March (preliminary works are accepted).

There is no conference fee. Invited speakers can apply for financial assistance for accommodation and travel expenses. Participants will only be eligible to receive financial assistance if they have indicated this in the application form. Presentations will last for 30 minutes and will be followed by a 10-minute discussion and a 5-minute Q&A. The event will begin around 2 pm on Thursday (May 29th) and end around 5 pm on Friday (May 30th).
