For context there's only 30 democrats, not enough to break quorum. So it would have taken a bipartisan walkout. It's upsetting that the Rs in opposition didn't try to coordinate this. It's obvious why though: the bomb and swatting threats.

I believe the rule is: sufficient in number and density to make a majority-minority district. CD7 is currently only 32% black, marion county 27%, so the threshold isn't met. And the way the VRA is written, Hispanic is not a racial minority, it's an ethnicity, like how it's asked on the census

unfortunately I believe the Voting Rights Act doesn't protect Marion County's district because it does not have a high enough percentage of racial minorities
