But, as here, web developers and IT change managers often prioritise form over function. To lose existing functionality in any IT 'upgrade' is to demonstrate that it's not an 'upgrade' at all.

I think you can quickly work out which parts of the bill you need to read in forensic detail and which parts you can settle for knowing the vibe.

Whenever legislation is rushed through, you do have to wonder what the government is hiding, don't you?

By relying on a couple of cheat sheets:
1 - The explanatory memorandum for the bill; and
2 - The Parliamentary Library analysis of the bill.
Or by relying on advice from:
1 - Your own (admittedly very small and overworked) staff; and
2 - Commentary from others you trust (think tanks, etc.)
