Stepping in front of cars is part of the playbook, apparently.
Ross worked at El Paso border patrol 2007 to 2015. In 2013 and independent overview for a two year period showed agents intentionally and unjustifiably stepped in front of vehicle 67 times to justify shooting. Resulting a 19 deaths.
