here's how they define the borders of Palestine. right in the document. it's not defined as the 1967 borders. punch those locations into google maps. It's all of israel.

I'd hardly said it "calls" for the return to the 1967 borders. It gestures in that direction, with a bunch of hedging.
like, "There shall be no recognition of the legitimacy of the Zionist entity" seems to be in tension with the later "let's do 1967 borders".
